二 | 刘国中表示，粮食安全是事关人类生存的根本性问题。习近平主席指出，保障粮食安全是一个永恒的课题，任何时候都不能放松。中国政府坚持把“三农”工作作为重中之重，深入实施“以我为主、立足国内、确保产能、适度进口、科技支撑”的粮食安全战略，坚持藏粮于地、藏粮于技，着力提升农业综合生产能力，解决了14亿多人口的吃饭问题，走出了一条中国特色粮食安全发展道路。
三 | 刘国中强调，亚太经合组织在维护全球粮食安全中具有举足轻重的地位。中方愿同各经济体一道，共同构建更加稳固的粮食安全体系。
四 | 他提出4点建议：一是聚焦产能提升，立足各自资源禀赋，共同夯实粮食安全基础。
五 | 二是强化创新驱动，深化农业科技合作，共同培育保障粮食安全新动能。三是畅通贸易循环，坚持多边主义和开放型经济大方向，共同维护粮食供应链安全稳定。
六 | 四是坚持普惠包容，强化政策协同，共同守牢粮食安全底线。 本次会议以“建设亚太共同体，促进共同繁荣”为主题，来自APEC经济体、秘书处和有关国际组织代表近200人参会。
